The Matter module inside the motor may be loose or not properly connected, which can happen during shipping or installation.
Solution:
To fix this, follow these steps after disconnecting power from the motor:
Unplug the power source from the motor to ensure safety.
Remove the Matter module from its slot.
Firmly reinsert the module to make sure it is securely connected.
Reconnect the power, then try entering pairing mode again by quickly pressing the Programming button three times.
